earlier tonight i caught a Malacanang press conference with the Executive Secretary taking in questions. a reporter asked him about the flash floods in Metro Manila and around the country because of the heavy downpour. he inquired as to why the government seemingly lacked preparations for this (when rains were expected way back in june). this is what the good secretary had to say.
